PROCEDEO was selected as the Program Manager for the Elgin Independent School District 2024 Capital Improvement Program. PROCEDEO was tasked to oversee all aspects of the program from initial concept through project closeout, managing new construction, renovations, and campus wide upgrades across the District.
The Elgin ISD 2024 Capital Improvement Program, approved through two propositions, addresses the District’s rapid growth by delivering key educational facilities, including a new middle school, new elementary school, and a Career & Technical Education (CTE) broadcasting addition at the high school stadium.

Elgin Middle School #2 is a two-story facility for middle-year students. The campus includes an administrative suite, learning neighborhoods, connection to outdoor spaces, visual arts spaces, a library, science labs, and a competition and practice gym. The site planning includes forward thinking for a future High School as well as TXDOT road widening along the frontage.
